ASBA'S SUMMARY OF THE JUNE 28, 2010, STATE BOARD OF EDUCATION MEETING

BUSINESS REPORTS
1. President's Report: President Balentine reported her attendance at the Achieve training in Washington D.C. and participation in the Tough Choices, Tough Times discussions.
2. Superintendent's Report: None.
3. Board Member Reports: None.
4. Directors Report: Mr. Yanez gave the Board a copy of the SBE budget for fiscal year 2011, which will allow for hiring in the two vacant positions in the Investigative Unit. In addition, Mr. Yanez informed the Board they are required to appoint members to a teacher and principal evaluations task force as required by Race to the Top. The Board will complete these appointments at their August meeting.
CONSENT ITEMS: The Board approved the following consent items in the same motion. Included in the motion were:
1. Approved contract abstracts for the Arizona Youth Farm Loan Fund to provide rural and agricultural leadership activities.
2. Approved contract abstracts for IDEA to provide tuition assistance to qualified educational personnel pursuing graduate programs in behavior consultation and management.
3. Approved contract abstracts for IDEA to provide tuition assistance to qualified education personnel pursuing a 5-course graduate certificate in Autism Spectrum Disorders.
4. Approved contract abstracts for the Child Nutrition Act for the 2010/2011 National School Lunch Program.
5. Approved contract abstracts for the Workforce Investment Act for the allocation of funds for the establishment and maintenance of adult education.
6. Approved contract abstracts for NCLB to continue a grant to Yuma Union High School for the administration of the migrant student credit accrual program and to sponsor persons to attend the state Migrant Education Program Conference.
7. Approved Keith Greer as a qualified provider for the Augmented 45 Clock Hour Provisional SEI Curricular Framework.
8. Approved the request from Fort Thomas USD budget and accumulate in the unrestricted capital section for fiscal year 2009-2010.
9. Approved the request from Chinle USD budget and accumulate in the unrestricted capital section for fiscal year 2010-2011.
10. Approved the University of Arizona Educational Leadership Masters Program for principals for two years.
11. Approved the continuation of the Optional Performance Incentive Programs for FY 2010-2011 for Joseph City USD and Sedona-Oak Creek Joint USD and allow the districts to calculate a budget capacity of 5.5%.
12. Appointed the following individuals to the Certification Advisory Committee:
- Joe Thomas (Secondary teacher)
- Duane Noggle (Superintendent)
- Carolyn Dumler (Human Resources Director)
13. Accepted the voluntary surrender of the teaching certificates held by Ronald M. Cates, Case #C-2008-015.
14. Accepted the recommendation of the Professional Practices Advisory Committee and granted the application for certification of Mario Garibay, Case # C-2009-143R.
15. Approved the request from Yuma ESD to assume accounting responsibility for the fiscal year beginning July 1, 2010.
16. Appointed the following individuals to the WestEd board of directors:

18. Approved the consent agreement for Precision Academy Systems, Inc.
19. Approved the contract amendment for Partnership with Parents, Inc. to increase the grade levels serves to reflect grades K-9 in the 2010-2011 school year.
20. Approved the contact amendment for Edu-Prize, Inc. to change their classroom configuration to straight grade level in grades K-2 and multi-age grades 3-8 for the 2010-2011 school year.
21. Accepted the donation of $16,043 from the Arizona Character Education Foundation to provide supplemental funding for ADE Character Education staff.
22. Approved the creation of the Teacher and Principal Evaluation Task Force to begin the development of a model framework for teacher and principal evaluations that includes quantitative data on student academic progress. The following individuals were appointed to the Task Force:

GENERAL SESSION
1. Mr. Don Houde presented an update to the Board regarding ADE's data warehouse:
- ADE has enhanced a SharePoint-based user interface portal to include measures explanation, data dictionary and pre-constructed reports. Over 200 individuals have been trained on the portal (including research groups, the Auditor General's office and LEAs).
- First steps and prototyping have been successful in using the Education Data Warehouse development methodology to centralize Arizona Education federal reporting compliance including ARRA reporting.
- ADE's Data Management Group has established components of data governance strategy and data exchange policies formulation is proceeding.
- New data collection demo will be piloted in July 2010 with two school districts – Osborn and Gadsden and will be expanded to include 13 other districts by October 2010 and will be rolled out to the entire state by July 2011.
2. The Board carried a motion to adopt the Common Core Standards in Mathematics and English Language Arts. Until July 25, 2010, the public may review the approved Standards and make recommendations on possible Arizona specific additions. Ms. Cheryl Lebo presented an updated transition plan for the Standards which includes the professional development and technical assistance ADE will sponsor with the goal of ensuring districts, schools and teachers are able to integrate the Common Core Standards in math and English into a comprehensive K-12 course of study which also includes science, social studies, educational technology, fine arts and health/P.E. The trainings will focus on helping teachers recognize how standards complement one another and how learning is strengthened when connections are made across curricular areas. In addition, the goals and benefits of the Common Core Standards were presented as follows:
- Balance of concepts and skills
- Focus on a few key topics at each grade level
- Coherent description of progression across grade levels
- International benchmarking of standards
- Possibility for high quality assessments
Key concepts in the Mathematics Common Core Standards include:
· K-5: Focus on number and operations
· K-7: Graded ramp up to algebra, through fractions, ratios and proportional reasoning
· 6-8: Rich hands-on work with ratios, geometry, statistics and probability
· High Schools: Rigorous algebra, geometry, statistics and probability
· Emphasis throughout on problem-solving, quantitative reasoning and modeling
Key concepts in the English Language Arts Common Core Standards include:
· Grade levels for K-8; Grade bands for 9-10 and 11-12
· Integrated model of literacy
· Research and media skills blended into the Standards
· K-5 Standards include expectation for reading, writing, speaking, listening and language
· 6-12 Standards are divided into 2 sections: English Language Arts and History/Social Studies, Science and Technical Subjects
3. Mr. Yanez updated the Board regarding the Race to the Top assessment competitions. For Part A, Arizona has partnered with 25 other states in PARCC (Partnership for Assessment of Readiness for College and Careers) to create a next-generation assessment system that will ensure students across the country are expected to meet common, high standards in preparation for their future. PARCC states have collaborated to apply for the RTTT Assessment competition to develop a shared set of K-12 assessments in math and English language arts/literacy. The new assessments will be ready for states to administer by the 2014-2015 school year. Key Features of the PARCC proposal include:
- States in PARCC will adopt common assessments and performance standards
- The Partnership's assessment system will be anchored in college and career readiness
- Students will take parts of the assessment at key times during the school year, closer to when they learn the material
- PARCC assessments will be computer based
- PARCC assessments will include sophisticated items and performance tasks to measure the standards more effectively
For Part B, the High School Course Assessment Program, Arizona is utilizing the Board Examination System within the Move on When Ready Model. The Board Examination System utilizes high quality exams derived from the curriculum using multiple assessment methods (providers include Edexcel, Pearson and Cambridge). Arizona stands to gain $1.51 million over 4 years to support schools implementing Move on When Ready. The Board Exam Systems will be aligned to the Common Core Standards. The project timeline includes a planning year (2010) and three years of implementation (2011-2014).
4. The Board carried a motion to accept the Professional Practices Advisory Committee's findings o fact and conclusions of law and suspend the teaching certificates held by Joseph Eggleston, Case # C-2005-075.
5. The Board carried a motion to accept the Professional Practices Advisory Committee's findings o fact and conclusions of law and revoke the teaching certificates held by Joe Montes Jr., Case # C-2009-162.
6. The Board convened in executive session to receive updates and legal advice regarding the following matters:
- Placida Maldonado v. Arizona State Board of Education
- Proposed settlement offer submitted by James M. Houston
- Gilbert USD v. The State of Arizona et. al.
7. The Board carried a motion to close the rulemaking record and adopt proposed rules R7-2-616 (F) Interim Supervisor Certificate; R7-2-616 (G) Interim Principal Certificate; and R7-2-616 (H) Interim Superintendent Certificate. The proposed rule changes allow the holder of an interim administrator certificate to be employed as an administrator while completing the administrator preparation program.
8. The Board carried a motion to close the rulemaking record and adopt proposed rule R7-2-615 (E) regarding Mathematics Endorsements. The proposed rule change allows a passing score on the middle school mathematics portion of the AEPA to be substituted for the 18 semester hours of mathematics coursework.
